This senior manager provides broad direction to multiple teams of applications developers through subordinate managers. The person in this position provides broad oversight and execution to ensure the development and implementation of systems applications programs are on time and within budget.
In addition, this manager is responsible for multi-year planning to determine the broad direction, prioritization of projects and return on investment within a functional sub-area.
Duties include, but are not limited to:
Ensure the development of short- and long-term applications system plans is consistent with the needs and priorities of the business.
Provide feasibility studies, time and cost estimates, and establish and implement new or revised applications systems and programs.
Assign personnel to various projects and direct activities.
Review and evaluate work and prepare performance reports.
Confer with and advise subordinates on administrative policies and procedures, technical problems, priorities and methods.
Participate in information technology financial management activities, including annual budgeting cycle, project estimating, capital approval process, project budget oversight and resource time tracking.
Requires a bachelor's degree or an equivalent combination of education and experience. Requires at least 8 years related experience. Requires at least 3 years experience as a manager.
Knows information technology industry trends and emerging technologies and expertly relates them to the company and its objectives. Has full technical knowledge of all phases of applications programming. Requires extensive knowledge of a wide range of programming languages. Must be expert at testing and debugging procedures. Must be able to resolve complex mismatches between user requirements and current application functionality. Requires excellent written and verbal communication. Must be able to advise subordinates in order to meet schedules and resolve technical problems. Prefer strong financial skills.
